Frequently asked questions
Is CBD oil legal in Turkey?
There is a legal route, but it is narrow. Under the law, products derived from cannabis can be sold only in pharmacies. These products must be licensed by TİTCK (Turkish Medicines and Medical Devices Agency); cosmetic ones must be notified to TİTCK. An unlicensed product cannot be placed on the market. Products sold outside pharmacies are seized and destroyed.

Are CBD products sold in pharmacies? Do you need a prescription?
The regulation lists four product types: medical product (medicine), health product, support product and personal care product (cosmetic). All four are sold only in pharmacies. Medical products and health products are dispensed with a prescription, which is written in an electronic system called Reçetem. The regulation sets no prescription requirement for support products and personal care products. A support product is a product taken by mouth only.

Is there a licensed CBD product in pharmacies today?
We could not find one in official sources. The list of licensed medicines of TİTCK (Turkish Medicines and Medical Devices Agency) dated October 16, 2026, contains no medicine with cannabidiol (CBD). Under the regulation, the list of licensed cannabis health and support products must be published on the TİTCK website at least once a month; as of October 19, 2026, we could not find such a list. In March 2026, TİTCK opened applications only for production facility permits.

Can I buy CBD products online?
The law says these products can be sold only in pharmacies. Pharmacies cannot sell medicines online, and no website can be set up on behalf of pharmacies. So CBD products sold online, on social media, in herbal shops or in stores are outside the legal sales channel and have not gone through the licensing review of TİTCK (Turkish Medicines and Medical Devices Agency). The regulation says action will be taken against those who sell without a permit or keep products for sale, and that the products will be seized and destroyed. We found no separate provision for the buyer in the official texts.

Can I bring a CBD medicine from abroad?
A medicine that is not licensed in Turkey can be brought in through an official route. For this, the patient’s doctor applies to TİTCK (Turkish Medicines and Medical Devices Agency). The first application requires a medical board report from a tertiary care hospital, signed by 3 physicians, at least one of them from the relevant specialty. This route is for patients for whom licensed treatments in Turkey have been tried or cannot be used. If approved, the medicine is supplied with a prescription through authorized bodies such as the Turkish Pharmacists’ Association (TEB) or the Social Security Institution (SGK). The Foreign Active Substance List of TİTCK (September 28, 2026) includes “cannabidiol oral solution” and “THC and cannabidiol oral spray.” Both require a red prescription (a strictly controlled prescription used for narcotic and psychotropic substances) and are among the medicines that cannot be brought in without the written approval of TİTCK. We found no clear provision on a person bringing in a CBD product themselves in their luggage or by mail.

Is there a THC limit?
For support products and personal care products, yes: THC (tetrahydrocannabinol, the intoxicating substance in cannabis) can be at most 0.3%, and the product must not have an intoxicating effect. A license application for a support product must include a report from an accredited laboratory (TSE ISO IEC 17025) showing that this limit is not exceeded. The cannabinoid content of health products is set by the Health Products Use Guideline to be published by TİTCK (Turkish Medicines and Medical Devices Agency). The regulation sets no separate percentage for medical products (medicines); these are licensed under the laws on medicines.

Are hemp seed oil and CBD oil the same under the law?
No, the rules treat them separately. Under the cannabis cultivation regulation, hemp seed is the part of the plant that “can be used as food or feed”; cultivation for fiber, seed and stalk is allowed with a permit in 21 provinces. Products that contain cannabinoids such as CBD, on the other hand, count as “products derived from cannabis” and are sold only in pharmacies. We found no clear provision that separately governs the sale of seed oil without cannabinoids.

Can CBD products be advertised?
The cannabis regulation has no separate article on advertising; the general rules apply. A medical product derived from cannabis is a medicine. Medicines cannot be promoted to the public in any public medium, including the internet. Prescription medicines cannot be advertised outside medical journals. For products other than foods and food supplements, unless their own specific rules allow it, no one may claim that a product treats or prevents a disease. We found no cannabis-specific advertising provision for health, support and personal care products.

How can I recognize a licensed cannabis product?
Licensed health and support products carry a 2D barcode (karekod) on the box. The barcode is made up of the product number, batch number, serial number and expiration date. Health products are tracked in an electronic system from production to the patient, and support products from production to the pharmacy. The list of licensed products is published on the website of TİTCK (Turkish Medicines and Medical Devices Agency). You can check whether a cosmetic product is registered by scanning its barcode in the ÜTS (Product Tracking System) Mobile app of TİTCK.

Can I grow cannabis at home?
No. Under the law, growing cannabis without a permit is prohibited, whatever the purpose. Permits are granted only in designated provinces; applications to grow flowers and leaves are made to TMO (the Turkish Grain Board) and are subject to a quota. Cannabis grown without a permit is destroyed, and the matter is reported to the judicial authorities.

TİTCK production site application guideline takes effect
Permits and good manufacturing rules were set for facilities that will produce cannabis components, support products and health products. TİTCK (Turkish Medicines and Medical Devices Agency) announced the guideline on March 9, 2026.
TİTCK opens production site applications
Permit applications for facilities that will produce cannabis products began to be accepted through the Electronic Application System (EBS) of TİTCK (Turkish Medicines and Medical Devices Agency). This is a permit for a production facility, not a product license.
No medicine with CBD on the list of licensed medicines
The List of Licensed Medicinal Products for Human Use of TİTCK (Turkish Medicines and Medical Devices Agency), dated October 16, 2026, contains no medicine with cannabidiol (CBD) or any other cannabinoid (checked on October 19, 2026).

I had a side effect: where do I report it?
Drug side effects are reported to the Turkish Pharmacovigilance Center (TÜFAM), part of TİTCK (Turkish Medicines and Medical Devices Agency). Patients or their relatives can report directly. You don’t need to be sure that the side effect was caused by the product; a suspicion is enough. Your report is assessed together with other reports about the same product. We could not find a separate reporting route in official sources for health and support products derived from cannabis. If you had a side effect while using a medicine together with CBD, report it to TÜFAM and include the CBD product too.
- If the situation is serious, go to a health care facility without waiting.
- Gather the product details: the product’s name (brand name), the dose and how long you have been using it. If the box shows a batch number and expiration date, write those down too.
- List all the medicines you used during the same period, and the CBD product.
- Describe the side effect: what happened, when it started and whether it is still going on. Note any other health conditions too.
- For personal details, initials, age and sex are enough. The patient’s full name and ID details are not requested.
- Make the report: fill in the online form on the TİTCK page. Or call 0 800 314 00 08 free of charge from a landline (9:00 a.m.–6:00 p.m.). Or fill in the İlaç Yan Etki Bildirim Formu (Adverse Drug Reaction Reporting Form) and email it to [email protected].
- No medical advice is given during the report. Ask your doctor or pharmacist what you should do.
- For cosmetic (personal care) products such as creams and ointments, report unwanted effects to TİTCK through the ÜTS (Product Tracking System) Mobile app.
- Report a complaint about a product sold as food to the ALO 174 Food Line of the Ministry of Agriculture and Forestry.
